Public Services Offered
Non-ad valorem assessment funding opportunities are available for public services deemed essential to public health, safety, and welfare in residential areas of unincorporated Seminole County.

The assessments associated with MSBUs are based on the cost to provide the public service, the number of participating properties, and the benefit unit allocated to each participating property.
Assessment funded services include residential household solid waste collection and disposal services, residential street lighting, lake management services, and a variety of construction projects.

Community Wall Reconstruction
Community wall reconstruction is available through the MSBU Program. The existing wall must exhibit signs of damage/or deterioration. Community wall reconstruction improvements typically require that property owners grant specific easement and/or leasehold to cover preconstruction, demolition, and reconstruction. Replacement of fencing structures and upgrading from fence to wall structures are excluded from consideration under the County Administrative Code's MSBU Program section.
Road Repair or Reconstruction

Road repair and/or reconstruction is classified as a capital improvement MSBU. The roadway must be brought to County Code standards through the scope of funded services including provisions for required width, right-of-way, easement, and other construction features. The improved roadway must connect to the existing County maintained paved road system.
Sidewalk Construction & Renovation

Interior sidewalks located within the boundaries of a platted subdivision that provide a specific benefit to the property within the subdivision, may be constructed with MSBU funding. The sidewalk system must be located adjacent to a public roadway and brought to County Code standards through the scope of funded services to be given consideration for acceptance into the County maintained sidewalk system.
Water & Wastewater Utility Line Construction
The installation of the infrastructure (piping and associated components) required for accessing the County's utility systems for metered-water and wastewater conveyance in lieu of wells and private septic systems is an option available to established communities within unincorporated Seminole County. The project must be for retrofitting an established area.
Seminole County's Lake Management Program offers a variety of assessment-funded services that focus on protecting or enhancing the environmental qualities, recreational usage, and stormwater management aspects of natural waterbodies. Assessment boundaries include waterfront properties and properties with right of use to the waterbody.

The lake management services offered through the Seminole County MSBU Program are restricted to the activities deemed critical to restoring, developing and/or maintaining conditions that enhance the water quality and over-all health and utility of the respective waterbody.

Each year, residential properties in unincorporated Seminole County are assessed an equitable amount for funding the routine collection and disposal of residential solid waste and administration of the Solid Waste Collection & Disposal MSBU.

The assessment is levied on a per dwelling basis for the service level option selected and is collected in advance on a calendar year basis. The amount may vary annually based on contracted service costs, disposal trends and other operating costs. As the management of residential solid waste is an on-going public responsibility, there are no provisions for residential property to opt out from participation in the MSBU.
The owners of residential property may choose their collection service option based on whether or not they may need collection of yard waste during the service year. Service Option changes can be requested online or by contacting the MSBU Program at 407-665-7178.
Service Options
- Option 1 - offers 2 garbage pickups, 1 recycle pickup and 1 yard waste pickup per week.
- Option 2 - offers 2 garbage pickups and 1 recycle pickup per week.
The Solid Waste Management Division provides management of day-to-day operation of the disposal facilities and the collection service contracts. Financial management including assessment levy is coordinated by the MSBU Program.

Constructed stormwater control features such as retention or retaining ponds (storm water management) are eligible for functional renovation services but are ineligible for ongoing maintenance services. The project must be for improving or renovating an established area. MSBU funding is not available for new construction or new development.
Street lighting MSBUs are organized by geographic boundaries and often by subdivision. The assessment may vary annually based on changes in utility charges and other budgeted operating costs. The assessment includes funding for the streetlight fixtures, poles, utilities, and financial administration. The offered equipment is owned, operated, and maintained by public utility companies.
Upgrade or Add Equipment to an Active MSBU

Essential equipment modification may be implemented with limited community involvement, providing the financial impact on the MSBU would yield an assessment increase not to exceed 20%. Essential equipment change requests yielding a greater increase in assessment requires the distribution of a petition document.
Elective equipment changes, such as upgrades to decorative equipment styles, and other non-safety related changes requires the distribution of a petition document.
