When the closing cost associated with a property sale is calculated, questions often arise as to who (buyer or seller) should be financially responsible for various expenses. Property taxes and assessments are often included in closing costs and settlement negotiations. The following clarification is offered to assist property owners and prospective owners in making closing cost decisions:

  • The fiscal year for Seminole County spans from October to September. A property tax year spans from January to December.
  • The assessment period for a variable rate assessment is not the same as the property tax year. The assessment period for a variable rate assessment can be for a fiscal year or calendar year depending on the specific assessment.
  • Capital assessments are either paid in full to the Board of County Commissioners through the MSBU Program or are collected via annual installment payments via the property tax bill.

There are four exemptions available that will grant exemption from the collection of Solid Waste:

  1. Low income exemption is for property owners at or below 150% of the Federal Poverty Income Guidelines. (Requires annual renewal application)
  2. Limited access exemption requires concurrent determination by the property owner and the County's collection contractor that the access by collection vehicles or pick-up accessibility is unreasonable and collection cannot be reasonably accomplished
  3. Commercial and residential combined use property where residence and business are located on the same parcel. The property owner must have a current Seminole County Occupational License and subscribe to a commercial garbage service. (Requires annual renewal application)
  4. Agricultural zoned property of two and one half (2.5) acres or more

Residential property owners in unincorporated Seminole County may file for an exemption prior to April 15. If the requested exemption is granted, the exemption will be effective the following service year. Residential property owners granted exemption will be assessed a disposal fee and must dispose of their garbage at either of the sites below at no additional charge.

Applications to create an MSBU will be considered given the following criteria is met:

  • The properties to be benefit from the public service are located within the unincorporated area of Seminole County
  • The properties upon which the services are provided are publicly owned, leased, or granted easement
  • The proposed assessment boundary contains a minimum of two distinct assessable parcels
  • The proposed service is a service type authorized by the BCC
  • The proposed service components meet the MSBU Program guidelines for public property and/or serves acceptable public purpose

Builders and/or individuals issued building permits for new residential homes or mobile homes in unincorporated Seminole County pay a Solid Waste fee at the time of permit issuance. These fees are based on current solid waste collection and disposal rates for service option 1.

When a Certificate of Occupancy (CO) is issued for a single-family residence in unincorporated Seminole County, the hauler is notified to begin solid waste collection and recycling. Additionally, weekly updates on approved exemptions and billing unit changes are provided to the haulers.
