Meter Replacement Program With Automated Meter Reading (AMR) Installation

 

In 2008, Seminole County Environmental
Services Department (SCESD) began a meter replacement program which included an upgrade to Automated Meter Reading (AMR) equipment. The intent of this program is to provide increased customer service by removing human error from visual meter readings, provide a more predictable meter reading schedule, allow for proactive notification of leaks or increased consumption patterns and provide information to help resolve high bill complaints.

How the program works: existing water meters with more than 0.5 million gallons of registered consumption will be replaced with new water meters that have been fitted with an AMR transmitter. If the existing water meter has less than 0.5 million gallons of registered consumption, and is compatible with the AMR equipment, the meter register will be replaced and an AMR transmitter attached. The new water meter and transmitter will transmit water meter readings, once per month, to an AMR compatible hand-held computer. Meter reading information will only be obtained for billing purposes or for a specific customer request.

Since the water meter is located outside, homeowner presence is not required.
A new, more accurate water meter may detect small leaks that the older water meter did not. Check faucets for small drips. Also, check your toilet tank for small leaks in the toilet bowl. Place a few drops of food coloring in your toilet tank; if the water in the bowl changes to the color of dye used in the tank, you have a leak.
NOTE: The new AMR system will record your daily water usage. A few months after the AMR equipped water meter is installed, there will be sufficient meter reading data to establish a consumption pattern. Consumption reports will only be collected at a customer’s request or to help settle a billing dispute.
The new water meters have a mechanical register which will send a meter reading signal to the radio-frequency (RF) transmitter device. This will reduce human error from visual meter readings.
The new water meters are equipped with a mechanical odometer which sends the meter read to the AMR transmitter using internal LED light paths to determine the exact position of each number wheel. The radio-frequency (RF) transmitter device to be installed on your property is programmed to automatically send the meter reading to the AMR compatible handheld computer when it is in close proximity. Meter reading personnel will be dispatched to each location, once per month, to obtain a meter read for billing purposes. Each meter and transmitter has a unique identification number that will ensure that only your reading is assigned to your account. The meter reading information will be entered into our data system for customer billing and questions.
Under normal circumstances, the installation will take approximately 30 to 45 minutes. The water will be turned off while the water meter is changed. Please be advised that there may be some trapped air or slight discoloration in the water line, once the water is turned back on. This will clear up after running your water for a few moments. You may hear some noise as the air exits spigots and fixtures. This is normal.
No, the radio signal is only on for less than a second when it transmits. The reading device meets all FCC requirements and the power level is far below the level where any risk occurs.

No, only ordinary electronics and batteries are inside the equipment.

No, this equipment does not monitor how many people are in the house or any personal activity. It is only capable of collecting the water meter reading and transmitting it to the AMR compatible hand-held computer.

The new system will identify any problems that may have occurred during installation. If a problem occurred, a technician will be dispatched to correct the issue, as soon as possible.

The AMR Program means Automated Meter Reading (AMR) and Meter Replacement Program. SCESD will upgrade all existing meters, allowing us to obtain meter readings using radio frequency technology. The meter readings will be collected once per month using AMR compatible hand-held computers.

The water meter removed from your location will be disposed of in an environmentally safe manner.

The distribution technician will locate your water meter, remove the old meter and install the new meter equipped with the RF transmitter. The radio transmitter is connected to the water meter by a wire about the size of a phone line. The transmitting device will be installed in the same location as your existing water meter.

In the case of a full meter replacement, the technician will also run a small amount of water through the meter to test the installation. They will then clean up the work area and inform you with a door tag that the work is complete. The technician will note on the meter replacement paperwork, the serial number of the old meter, last reading on the old meter, the serial numbers of the new meter and transmitter and new meter reading. This record will be used to update the information associated with your account in the billing system.

You will continue to receive your bill on the same schedule.
The majority of water meters are located inside meter boxes in the front lawns of a customers’ property.

The technicians will be wearing a Seminole County uniform and picture ID badge. Their service vehicles will be marked with the Seminole County logo. They will also have door tags, with phone numbers to call for confirmation.

Older water meters tend to run slower and therefore do not measure all the water going through them. All new water meters are tested at the factory to ensure that they register water flow properly and meet all applicable AWWA standards. If your bill increases, it usually will not be because your new meter is reading too high, but because the old meter was reading low.

No, the radio transmissions will occur on a licensed frequency very different from those used by television signals, cordless phones and other electronic devices. In addition, the transmissions will last less than 1 second. You will never see interference with your television reception.
