About the Cross-Connection Control (CCC) Program

Seminole County'sCross-Connection Control (CCC) Program was established to safeguard the County'spotable (drinking) watersystem from contaminants and other hazards that may enter through cross connections. Backflow Prevention Assemblies (BFPA) or Backflow devices help protect against these cross-connections:

  • Pressure Vacuum Breaker

  • Reduced Pressure

  • Reclaimed/Dual Check

Regulatory authority for the CCC program is established by laws promulgated to safeguard the County's potable water system.

The CCC programwas establishedby ordinance in 1992 and1999 bytheBoard of County Commissionersand formally approved by theFlorida Department of Environmental Protection(FDEP) on January 26, 2000. The current ordinance 2014-23, waspassed bythe Board of County Commissionersin May 2014. This ordinance is part of the Seminole County Municode, Chapter 270 "Water and Wastewater", Part 11.

The County as a water supplier is responsible for safe drinking water up to and including the water meter. Backflow Prevention Assemblies (BFPA) are required on all service connections downstream (on the customer's side) of the water meter and are required to be tested annually.

Cross Connection Control Repair and Maintenance

The owner/customer shall be responsible for any repairs necessary to maintain good working conditions of the backflow prevention assembly, for both residential & commercial, within 20 days of receiving the failed notice. Repairs and/or replacements of any backflow prevention assemblies shall be approved through the Seminole County Cross Connection Control Inspector and be in accordance with Florida law, County plumbing codes, and County Ordinance #2014-23.

After repairs or replacements of backflow preventers, they must be tested and certified by a certified backflow assembly tester. The tester shall determine the satisfactory repair or replacement compliance with these standards. The affirmation of compliance report must be emailed tocwyatt@seminolecountyfl.govwithin 24–48 hours from date of completion. Thank you for your cooperation in this timely manner.
