Retreat Road Drainage Improvements – Phase 1 Design Project

Seminole County would like to invite you to learn more about the status of the proposed drainage improvements along Retreat Road. The improvements include:
- Constructing a new stormwater compensation storage pond;
- Regrading existing roadside ditches;
- Raising portions of the road; and
- Replacing select existing drainage culverts and driveways.
Previously as part of study phase of this project, a public meeting was held on January 23, 2020, to present the alternatives to achieve a higher level of flood protection for Retreat Road. The first alternative included only upgrading the existing drainage infrastructure along Retreat Road with no property acquisition required. This option protected Retreat Road through the Mean Annual Storm event (5.3 inches of rainfall over 24-hours). However, the results of this alternative caused adverse impacts downstream and were therefore considered not permittable.
Alternatives 2 and 3 included acquiring property to construct stormwater compensating storage ponds. The selection of the parcels was based on properties either listed for sale already or were identified as “Vacant” within the Property Appraiser's records at the time of the study. Both alternatives provided the desired improvements to protect Retreat Road from flooding through the 10-year / 24-hour design storm event criteria (6.8 inches of rainfall over 24-hours). Both alternatives also were found to be permittable based on discussions with St. Johns River Water Management District.
Seminole County recently acquired the land for the stormwater compensation storage pond associated with Alternative 3 and the engineering design and permitting is ongoing. The project is being partially funded (75%) through a FEMA Hazard Mitigation Grant which requires the project design and permitting be completed by November 30, 2020. Following the completion of the design and permitting, the County will advertise the project for construction and select a qualified contractor. The project must be constructed and accepted by FEMA no later than June 30, 2022 in order to receive the grant funding.
The purpose of this website is to update the public on the status of the design and permitting for the project and solicit public input. This website also includes a short video presentation about the project as well as opportunities for public feedback from August 21 through 31, 2020.
