Rolling Hills Community Park & Roadway Improvements

The Rolling Hills Park property, formerly the Rolling Hills Golf Course will be converted to a public park with recreational amenities.

Roadway improvements in the area will address multi-modal roadway needs that include pedestrians, bicyclists, drivers, and transit users.

The Rolling Hills Area Corridor Improvements Phase 1 include improvements on Raymond Avenue, North Street, and Palm Springs Drive. This page now serves as a hub of information for both the Rolling Hills Park and Roadway Improvement projects.


Project Updates

  • July 2025 :
    • Construction Manager at Risk (CMAR) Agreement Executed: The CMAR contract for the Rolling Hills Area Corridor Improvements Phase I has been awarded to The Collage Companies As of June 5, the contract has been formally signed and is now in effect. To ensure effective use of funds, reduce traffic disruptions, and keep the project on schedule, construction of the North Street Corridor Improvements Phase I will proceed in three segments—one at a time. Due to its central location and the safety improvements it will provide, the first segment to be constructed will be North Street between Raymond Avenue and Palm Springs Drive. This segment is designed to address road safety and capacity needs. Planned improvements include the construction of a new roundabout, upgrades to intersections and crosswalks, and enhanced drainage. The remaining segments will follow as additional funding becomes available.
    • Rolling Hills Community Park: Included in the Rolling Hills Phase 1 CMAR contract is the beginning of the construction of the Rolling Hills Community Park. Phase I of the project will include the construction of a four-mile 12’ wide multipurpose pedestrian trail for walkers, runners and bicyclists around the property, with pedestrian connections from the neighborhood to the park. Additionally, improvements will include approved Florida Communities Trust (FCT) Grant items, such as a picnic pavilion with bench seating, refurbished parking areas for park users, bicycle parking stands, additional environmental/interpretative signage along the trail, landscape improvements as well as other park amenities, such as benches, additional park signs, wayfinding/directional signs for the trail and regulatory signs.
    • What’s Next: Seminole County staff is organizing pre-construction meetings with the CMAR to finalize construction documents and create a preliminary construction schedule. Next, staff will work with the CMAR to establish a Guaranteed Maximum Price (GMP) to be presented to the Board of County Commissioners for final approval. Public meeting(s) will also be scheduled to present finalized plans and provide the community with construction timelines, as well as making plans for a groundbreaking celebration. More information about these meetings will be shared in the upcoming months
  • February 2025:
    • CMAR Chosen: At their January 28 meeting, the Board of County Commissioners approved the rankings and authorized negotiations for Construction Manager at Risk (CMAR) services. The Collage Companies received the top ranking from the evaluation committee, establishing them as the project’s construction manager. This approach will ensure efficient collaboration between the County and the construction manager, keeping the project on budget and on schedule, while maintaining quality
    • Next Steps: The first work order will be for pre-construction services to begin in 2025. This includes the planning, coordination, and prep work that happens before actual construction begins. Services may include planning, budgeting, and site analysis.
    • Park Maintenance: Seminole County Parks and Recreation crews and contractors continue to maintain the park, mow, and remove dead or aging trees.
  • January 24, 2024: County staff and consultants presented revisions to the playground size and location as well as parking details during this meeting at Lyman High School. The revisions were made based on prior public input.
  • July 12, 2023: County staff presented the latest updated plans for the park and roadway improvements. The meeting was held at Lyman High School and was attended by over 100 residents. See the presentation in the Additional Information section below.
  • May 1, 2023: County staff met with residents at Waterstone Church to discuss updates to the project plans and respond to questions.

Last Project Updates

Rolling Hills Park Tree Donation Fund

Seminole County is planting new trees throughout the Rolling Hills Park property. A healthy, diverse range of tree species provides wildlife habitat, creates shade, and enhances the area’s natural beauty. The new trees also make up for the loss of aging vegetation in the neighborhood and ensure that future generations can enjoy the park.

Each new tree costs about $1000-1500 to install and maintain. Residents may contribute any amount to the Rolling Hills Park Tree Donation Fund to support additional trees and expedite planting and maintenance.

To contribute, mail a check of any amount to: Seminole County Leisure Services, 1101 E 1st Street, Sanford, FL 32771. A receipt will be provided.
