Exercises the procurement authority delegated to this position by the Board of County Commissioners and the Purchasing and Contracts Manager through the Seminole County Purchasing Code, Purchasing Policy and County Manager’s Policies. Provide subject matter expertise to the division on all procurement related functions. Responsible for all aspects of the procurement cycle from initiation to contract closeout. Procures supplies, materials, equipment and services required by the County at the best value for complex projects. Trains division staff and stakeholders, and provides procurement guidance and support to ensure compliance with the County’s policies and procedures and state statutes. Conducts negotiations on price, terms and conditions for a variety of solicitation types. Assist PCD teams in conducting detailed price analysis.
