New Construction Activity
February 17, 2025
- Key Action: Crews will be onsite Monday afternoon, February 17, 2025, to install traffic control measures to close off the northbound right lane. This lane closure is expected to take approximately four days to complete.
- Issue: Repair work it set to address a pothole and depression in the northbound outside right lane, located under the white line and beneath the power lines. This repair work is scheduled to take place on Tuesday, February 18, 2025.
August 22, 2024
- Key Action: Crews will be onsite Thursday afternoon, August 22, 2024, to install temporary traffic control measures to shift traffic to the southbound lanes. Crews will again be onsite Friday morning, August 23, 2024, to perform a pavement repair for the depression area within the northbound lanes.
- Issue: Subsequent to the completion of the project in January, a small area of the previously restored pavement, located in the left northbound lane of Lockwood Boulevard, has settled forming a pavement depression. Temporary traffic control has been installed to keep traffic from this depression area and to complete the restoration of the pavement depression. Striping will commence following the weekend and will complete this construction activity.
May 22, 2024
- Key Action: Crews will be onsite Thursday night, May 23, 2024, to perform cleaning and inspection of the existing sewer lines. Loud noise associated with the cleaning operation is expected.
- Issue: Subsequent to the completion of the project in January a small area of the previously restored pavement, located in the left northbound lane of Lockwood Boulevard has settled forming a pavement depression. Temporary traffic control has been installed to keep traffic from this depression area. Following cleaning and inspection of the sewer piping at the depression, preparations for the restoration of the pavement depression and repair will commence.
January 15–21, 2024
- Milestone: Kiewit has completed the repair and placement of Asphalt
- Key Action: Striping of the Asphalt repair is scheduled for Jan 19th, upon completion of the striping the construction for the Lockwood Repair will be concluded.
- Main issues and solutions: None at this time.
September 25–October 1, 2023
- Key Action: Backfill Operations are scheduled to continue over the following weeks
- Main issues and solutions: Currently the backfilling operations are occurring as planned. Issues affecting work are related to vibratory equipment malfunction resulting from the intense vibrations associated with the equipment. The expectation is to complete pit backfilling along with the removal of the of sheet piling for both pits over the upcoming weeks. At this juncture, the project is expected to be completed by the end of October.
September 11–15, 2023
- Key Action: Backfill Operations are scheduled to continue over the following weeks
- Main issues and solutions: Currently the backfilling operations are occurring as planned. This week the expectation is to complete the interior pit backfilling along with the removal of the interior ring of sheet piling. Backfilling of the outer pit (upper level) should begin at the end of this week and continue into next week. At this juncture, the project remains approximately 12 weeks behind schedule.
August 28–September 1, 2023
- Milestone: Kiewit has completed the pipe pull, patched Manholes and has started backfilling
- Key Action: Flush newly installed pipe, Removal of Bypass pumping, Begin Backfill Operations
- Main issues and solutions: Significant rain this week is creating excessive groundwater and surface flows. Crews continue dewatering to control groundwater intrusion into the excavated pits to allow for backfilling. Backfilling operations are scheduled over the following weeks. Every effort is being made to safely expedite the timeframe to project completion. At this juncture, the project remains approximately 12 weeks behind schedule.
August 21–28, 2023
- Key Action: Preparing for pipe installation, Pipe Bursting Operation
- Main issues and solutions: Crews continue to address dewatering difficulties due to heavy groundwater intrusion into the southern excavated pit. Kiewit installed two new deep wells last week and worked this past weekend injecting resin into the soil around the manhole and tunnel to control the groundwater flow in the problematic area. Installation of the machine, pulling of the new pipe, and camera inspection is scheduled to occur this week. Every effort is being made to safely expedite the timeframe to project completion. At this juncture, the project is approximately 12 weeks behind schedule.
August 7–14, 2023
- Key Action: Dewatering, preparing for pipe installation
- Main issues and solutions: Crews continue to address dewatering difficulties due to heavy groundwater intrusion into the southern excavated pit. Kiewit will be installing additional dewatering equipment to address the problematic area to control the groundwater flow. Every effort is being made to keep the project near original timeline, however, at this juncture, the project is approximately 12 weeks behind schedule.
July 9–16, 2023
- Key Action: Dewatering, preparing for digging
- Main issues and solutions: Crews continued dewatering by pumping through new double-wall deep well points. Three truckloads of excess dirt, as well as a portable 25,000 gallon tank, were removed from the site. Crews have also been staging equipment for digging, evacuating potable fracking water from the on-site tank, and completing other housekeeping duties due to excessive dirt flows from rain.
June 5–12, 2023
- Key Action: Removing ground water, erosion control, installation of pilings.
- Main issues and solutions: Significant rain over the weekend created excessive groundwater flow Monday, June 12 which resulted in additional dewatering efforts to clear the work area. Heavy groundwater washed out all work that was done over the weekend. A Kelly well will be installed at the point of intrusion to control the flow of ground water. The south pit pile installation is complete and digging to get to the depth of the problem has started. To combat erosion issues, Kiewit sprayed a Copolymer emulsion liquid used for erosion control; any cavities and wash outs around the shoring will be addressed before product is applied; this will help with repelling rain away from site and into storm system. Every effort is being made to keep the project near original timeline, however, at this juncture, the project is approximately 3 weeks behind schedule.
May 22–28, 2023
- Key Action: Dewatering.
- Main issues and solutions: In addition to work force issues, including work time approvals, an increase in necessary labor and contract employees requesting additional time off for Memorial Day, weather created difficulties in keeping up with the project timelines. With well points installed in both pits, crews and vacuum assisted pumps were not keeping pace with dewatering; as a result, assistance was requested from a dewatering contractor. County staff and contractors then reassessed pumps and pump placement, and began working Saturdays from 9:00a.m.-5:00p.m. to make up for lost time due to weather, and Kewit contractors added additional staffing, as well.
May 1–5, 2023
- Key Action: Pile driving, valve replacement, maintenance of traffic set up and crossing guards placed in service.
- Main issues and solutions: New traffic patterns, speeding motorists and distracted drivers in the construction zone presented issues. Paid off-duty law enforcement officers were requested during peak times and County staff temporarily covered some of the crossing guard duties.
Environmental Services: Sanitary Pipe Replacement
Phase One: Emergency Repair
Issue
- The 8" thin-wall sanitary pipe connecting manhole 2 and manhole 65 on Lockwood Boulevard has collapsed.
- Over 320 linear feet of pipe will be replaced; pipe is 30' undergound.
Status
- Seminole County Utilities staff is bypassing the pipe 24/7 to prevent sanitary sewer overflow.
- Due to the nature of the issue/depth of gravity main location, the County procured geotechnical surveys and additional CCTV work to present a clearer scope of work for potential contractors.
- The project contractor has been selected and is currently preparing materials and equipment, and scheduling labor to start repairs in April 2023.
- The cost of the project is approximately $1.5M from the Water and Sewer Fund.
