Right of Way
Submit your application document using one of the following methods:

Scan application documents to pdf format and email to eplandesk@seminolecountyfl.gov

Deliver application documents in hard copy to the Seminole County Planning & Development Central Intake Office (1101 E. First Street Sanford, Florida 32771)
Pay: Normal application fees apply. Payment must be paid online, mailed or delivered to Seminole County Planning & Development.
Below is a list of the items requested for a sufficient application for a ROW Utilization Permit Review (all items are to be submitted via eplan):
- 1 Application for ROW Plans Review
- $1,500.00 Site Plan Review Fee (if road improvements required)
- $500.00 Site Plan Review Fee (if no road improvements required)
- 2 hard copies of traffic study (if applicable), also upload into ePlan project
- 1 Copies of Drainage Calculations (if applicable)
- 1 Summary Letter for project
- 1 Concurrency Application & Fee
Submittals will be reviewed and initial comment or approval shall be emailed to the applicant within 7-10 business days.

Plat Books
A complete set of reference plats going back to 1913 are available for review at the Engineering Division at 100 E 1st St in Sanford. These plats depict the arrangement of subdivisions as well as any easements and rights-of-way dedicated with the plats acceptance.
Plats are also available for viewing online and for download from the Property Appraiser's web site or the Seminole County Clerk of Courts web site.
