PROFESSIONAL ENGINEERS: TWO signing options are available:

OPTION 1: [RECOMMENDED OPTION]

Signing with a digital signature issued to you by a 3rd Party Certification Authority that is accompanied by a digitally created image of your seal and required language (see bulleted sentences below). Signing information should be placed where an original signature would appear if the item were being physically signed, dated and sealed. The seal and sentences can be part of the digital signature custom appearance available in the signing tool, or they can be placed on the document outside of the digital signature block. If part of the custom digital signature appearance, you must ensure that the seal meets the size requirements of the Florida Board of Professional Engineers.

If any licensed design professional submitting work to Seminole County (directly or through a 3RD party project coordinator in charge of the electronic submittals) believes the security of their digital signature has been compromised or simply wishes to terminate the use of the digital signature, (s)he must file a notarized written notice of suspension/termination with the Development Services Department ePlan Review System Administrator located at 1101 E First Street, Sanford, FL 32771. The notarized written request should contain the Licensee’s name, license number and the effective date of the request or date they believe their digital signature was compromised. Within 15 days after the receipt of the notice of suspension/termination, Seminole County will suspend and/or terminate this authorization for the electronic submission of documents based upon the written request to do so. If the Licensee('s) believes the digital signature has been compromised, Seminole County will take the necessary steps to help the Licensee('s) determine which documents were submitted improperly and may attempt to stop work authorized by a security compromise. The Development Services Department will make it a priority to assist the design professional in protecting the validity of the licensee’s work per the intent of Florida Statutes. However, Seminole County does not have an obligation to stop any work completed in the Licensee('s) name pursuant to a security compromise or to take any action against the person/entity that improperly used the Licensee('s) electronic seal and signature. The Licensee('s), not Seminole County, will ultimately be responsible for protecting its interests if a security compromise occurs. If the Development Services Department takes any action to force a third party who has improperly used the Licensee('s) electronic signature and seal to stop work associated with the improper use of the seal/signature, then Seminole County Development Services Department at its discretion may temporarily suspend or terminate the Licensee('s) authorization to electronically submit documents.

Seminole County is adopting new requirements for all State Licensed Design Professionals such that each licensee’s digital signature appearance be accompanied by new language that coincides with recent requirements adopted by the Florida Board of Professional Engineers on November 3, 2015. This language must be present when the digital signature is applied to any document or drawing that requires signing and sealing by any Florida State Licensed Design Professional. The purpose of this additional requirement is to ensure certainty in how a file was originally signed and sealed and to show that the file is not valid for refiling as an original document. For additional details, see the Digital Signature Appearance Requirements table below.

State Licensed Design Professionals may, at their discretion, submit their digital signature for initial verification to Seminole County Development Services Department prior to submitting any signed and sealed work. If found to meet the County’s established digital signature signing and sealing requirements, the Licensed Design Professional’s Digital Signature Delivery form will be routed to all staff responsible for verifying signatures and seals on submitted work. Staff will be instructed to add your digital signature to their list of trusted certificates. If the digital signature does not meet County requirements, you will be notified how to remedy this.

In order to submit a digital signature for initial verification, you must first complete and digitally sign and seal the Digital Signature Delivery form:

  1. Obtain a digital signature certificate from any valid 3rd party Certification Authority (this is a commercial service provided by several companies). Once received, create your digital signature to include your security certificate provided by the 3rd Party Certification Authority as well as the digital signature appearance requirements shown in the table below.

 

  1. Complete the  Digital Signature Delivery form if you desire to send your digital signature in for initial verification and routing prior to submitting any work to Seminole County.
  1. Apply your digital signature containing the security certificate obtained through a 3rd Party Certification Authority (and all required appearance elements shown in the table below) in the space indicated on the form and re-save the file.
