The Community Partnership & Quality Assurance (CPQA) Office is responsible for ensuring that federal funds from the Department of Housing and Urban Development including HOME, Community Development Block Grant (CDBG), Neighborhood Stabilization Program (NSP), and Emergency Solutions Grant (ESG): as well as funds from the Department of Health and Human Services for Mental Health Initiatives are administered and funds are expended in accordance with contract provisions and applicable State and Federal rules, regulations, policies, and related statutes. The Community Partnership & Quality Assurance (CPQA) Office also monitors the state-funded State Housing Initiatives Partnership Grant (SHIP) and projects and programs funded by Seminole County.

Programmatic monitoring is done consistently with the federally required schedule pertinent to each program. Included in the monitoring is rental and transitional housing, public service activities and youth services. Monitoring reviews entail tenant files for income verification and property restricted rents; reviews of the physical and financial condition of the entire project; and, inspections for health and safety concerns.
