Areas of Responsibility:
• The Senior Procurement Analyst must exercise the procurement authority delegated to the position by the Board of County Commissioners (BOCC) through the Seminole County Procurement Code.
• The employee is responsible for pre-award and post-award functions for a variety of multi-million dollar contracts including purchase orders for services and commodities.
• Provides guidance in the development of the statement of work or data requirements, formulates contracting approach, prepares solicitation, conducts pre-bid conferences, performs price analysis, processes protests, determines the completeness of bids and determines the responsibility of bidder, processes recommendation of award, plans the procurement action regarding technical and legal requirements, provides guidance in the development of the statement of work, determines the type of contract, develops special clauses and terms and conditions, conducts pre-proposal/pre-bid conferences, evaluates proposals/bids, performs price and cost analysis, determines the short listed firms in negotiations, prepares award documents and prepares the agenda item.
• Takes appropriate action to expedite delivery or performance, negotiates amendment, issues show cause or cure notices, obtain and evaluate backup information when dealing with non-performance
