Rolling Hills Community Park & Roadway Improvements

The Rolling Hills Park property, formerly the Rolling Hills Golf Course, will be converted to a public park with recreational amenities.

Roadway improvements in the area will address multi-modal roadway needs that include pedestrians, bicyclists, drivers, and transit users.

The Rolling Hills Area Corridor Improvements Phase 1 include improvements on Raymond Avenue, North Street, and Palm Springs Drive. This page now serves as a hub of information for both the Rolling Hills Park Project and Rolling Hills Area Corridor Improvements Phase 1 (Roadway Improvements - CIP: 01907084).

Public Meeting

Residents joined Seminole County, GAI Consultants, and HDR, Inc. for a public meeting on January 24, 2024 at Lyman High School. Watch the presentation in the video above or find the presentation slides under "Additional Information" below.


Park and Roadway Updates

  • December 2023:
    • Plan Review: Park and roadway plans have been undergoing cross-coordination review between roadway engineers, parks designers, permitting agencies and other County departments to ensure plans are meeting all potential permitting and regulatory requirements. Specific revisions include:
      • Relocating the proposed playground
      • Modifying the required stormwater ponds and detention areas
      • Updating the traffic calming features
      • Addressing various technical issues
    • Construction is expected to begin in 2024.
    • Park Maintenance: Seminole County Parks and Recreation crews and contractors continue to maintain the park. Teams have planted new trees throughout the park to make up for the loss of aging vegetation throughout the property. Crews are also removing dead or aging trees.
       
  • July 12, 2023: County staff presented the latest updated plans for the park and roadway improvements. The meeting was held at Lyman High School and was attended by over 100 residents. See the presentation in the Additional Information section below.
     
  • May 1, 2023: County staff met with residents at Waterstone Church to discuss updates to the project plans and respond to questions.

Rolling Hills Park Tree Donation Fund
Seminole County is planting new trees throughout the Rolling Hills Park property. A healthy, diverse range of tree species provides wildlife habitat, creates shade, and enhances the area’s natural beauty. The new trees also make up for the loss of aging vegetation in the neighborhood and ensure that future generations can enjoy the park.

Each new tree costs about $1000-1500 to install and maintain. Residents may contribute any amount to the Rolling Hills Park Tree Donation Fund to support additional trees and expedite planting and maintenance.

To contribute, mail a check of any amount to: Seminole County Leisure Services, 1101 E 1st Street, Sanford, FL 32771. A receipt will be provided.
