MESSAGE FROM CMDR. BILL TELKAMP &
LT. PETE KELTING

Cmdr. Bill Telkamp and Lt. Pete Kelting

Law enforcement is a very active and important element of our Seminole County Community Traffic Safety Team.  Agency members from Altamonte Springs Police Department; Casselberry Police Department; Florida Highway Patrol; Lake Mary Police Department; Longwood Police Department; Oviedo Police Department; Sanford Police Department; Seminole County Sheriff’s Office; and Winter Springs Police Department make up the law enforcement component of our CTST.  These agencies have developed a mutual aid agreement under the Florida Mutual Aid Act which gives them enforcement authority outside their jurisdiction when working together on missions as the City-County-State Traffic Unit (CCSTU).

Large-scale traffic operations, such as safety and DUI checkpoints, saturation patrols, and area-wide enforcement efforts, require large numbers of law enforcement officers to be most effective.  Individual agencies would not be able to field the number of personnel on a regular basis to maintain a sustained program of operations, but agencies can and do routinely contribute personnel to the combined effort available through the CCSTU and CTST concepts.

Operating collectively not only allows us to do more missions, it attracts more media attention when multiple agencies work together for a common goal.  This allows us to get our enforcement and safety messages out to a broader audience, and helps to prevent traffic tragedies through the deterrent effect of the publicity.  After all, saving lives and preventing injuries is our number one goal!

While we operate as the Enforcement element of the four E’s of traffic safety, we are as concerned with education, engineering, and EMS.  We routinely review every traffic fatality in Seminole County as part of the CTST’s Traffic Fatality Sub-committee.  This review has lead to program recommendations, such as the Alternative Transportation Education Program and a call for more driver training at the High School level, along with engineering and enforcement recommendations.

In Seminole County, we take traffic enforcement and teamwork seriously, and working together as a Community Traffic Safety Team we enhance the quality of life in our community by making our streets safer for motorists, bicyclists, and pedestrians.
