Subdivision Application Procedure
Summary
The following is an abbreviated summary of the requirements which are necessary complete in order to record a subdivision plat in Seminole County, Florida.
For additional information pertaining to each of these requirements and steps, please refer to the Subdivision Regulations, Chapter 35, of the Seminole County Land Development Code. More specific information shall be provided during the Development Review process. It is advisable that the applicant, his engineer and architect meet for a Pre-Application meeting with the Development Review Division to discuss the proposed development prior to submitting a formal application.

At
the applicant’s option, the Development
Plan may be by-passed and the
project
may proceed directly to the Preliminary
Plan Review.
- Review Fee of $250.00 + $5.00 per lot and completed application for plan review.
See Section V for additional fee information.
- Submittal of Twelve (12) copies of Development Plan at a scale of 1" = 100’ (smaller scale requires prior approval of Development Review Division), preferably on 24" x 36" plan sheet(s), showing the following:
- Legend: Title, Legal Description, Scale, North arrow, Number of lots, Min. lot size, Zoning, Name, Address and Phone number of Developer and his Representatives.
- Vicinity Map: Showing relationship between the proposed development and the surrounding area.
- Existing Streets: Name, location and r/w width of all streets which abut the proposed development.
- Proposed Streets: Location and width of proposed right-of-ways.
- Lots: Lot layout with approximate dimensions.
- Soil Types: Information from Seminole Soil Survey will be sufficient.
- Topography: As delineated by USGS maps will be sufficient.
- Flood Plain: USGS or available flood study information is sufficient.
- Utilities: Proposed source of sewer and water service.
- Other natural Features: Including lakes, wetlands areas, water courses and other pertinent features.

The
Preliminary Subdivision Plan will be
reviewed by the Development
Review Committee,
the
Planning and Zoning Commission and
the Board
of County Commissioners.
- Review fee of $1,000.00 + $15.00 per lot and completed application for plan review.
See Section V for additional fee information.
- Submittal of twelve (12) folded copies of Preliminary Plan at a scale of 1" = 100’ (smaller scale requires prior approval of Development Review Division), preferably on 24" x 36" plan sheet(s), and two (2) reduced copies of the plan (8 ½” x 11”) showing the showing the following:
- Title Block: Name of the proposed subdivision and the names, addresses and telephone numbers of the property owner, developer and their representatives.
- Legend: Date, Scale, North arrow, Zoning, Number of lots and Minimum lot size.
- Legal Description: A full and detailed legal description of the tract to be platted and its acreage.
- Vicinity Map: Showing relationship between the proposed development and the surrounding area.
- Streets: The location, name, right-of-way width and pavement width of proposed streets and existing contiguous streets.
- Lot Lines and Lot Numbers: Proposed lot lines with dimensions and lot numbers in consecutive order.
- Building Setback Lines: Required only if different than those specified in Zoning Regulations.
- Public Open Space and Easements: Existing parks, lakes, waterways and easements, both public and private, shall be shown on the proposed plan.
- Topography: Contour intervals of one (1) foot, except where determined to be unreasonable by County Staff.
- Dedications: All parcels of land to be dedicated for public or private use, such as roads, easements, parks, trails, retention tracts, lift station, etc. shall be shown on the plan and referenced in the notes.
- Engineering Information: The following Preliminary Engineering information shall be shown on the plan:
- Water system
- Sewer system
- Storm water and drainage facilities
- Bulkheads
- Streets
- Sidewalks, bicycle paths, pedestrian paths
- Excavation and fill
- The Development Review Division Manager may require additional information as needed in order to determine the full impact of the development.
- Arbor information: The location of all trees as defined by the Arbor Ordinance, within the right-of-ways, easements and retention areas shall be shown. This submittal may be in the form of an aerial photograph and the application for tree removal shall be submitted at this time with required fee.
- Covenants: A draft copy of any proposed deed restrictions shall be submitted.
- Soil Types: Information from Seminole Soil Conservation Service Survey will be sufficient.
- Threatened and Endangered Species: Study required prior to final plan submittal. A survey of those species designated as an endangered species, a threatened species or a species of special concern is required. Such surveys shall utilize the most current Wildlife Methodology Guidelines published by the Florida Game and Freshwater Fish Commission.

The Final Engineering and the Final Plat may be submitted separately. See below for requirements for submitting for Final Engineering review. The review fee below covers both the Final Engineering and the Final Plat unless the plat is phase.

The Final Plat and
Final Engineering Plans shall be reviewed
by the Development Review Committee prior
to plat recording.
- Review Fee of $3,500.00 + $25.00 per lot and completed application for plan review.
See Section V for additional fee information.
- B. Submittal of twelve (12) folded copies of the Final Plat at a scale of 1” = 50’ (smaller scale requires prior approval of Development Review Division) on 20” x 24” plan sheet(s), two (2) reduced copies of the plat (8 ½” x 11”), twelve (12) complete sets of Final Engineering plans, on 24” x 36” plan sheet(s), two (2) sets Soils Report & Drainage Calculations and other information as follows:
- Title Block: Name of subdivision, Section, Township and Range and the words "Seminole County, Florida".
- Legal Description: Complete with all appropriate information.
- Vicinity Map: Showing relationship between the proposed development and the surrounding areas.
- Legend: Definition of all symbols, stated and graphic scale and north arrow.
- PRM’s: Location of all Permanent Reference Markers per State Statutes.
- Plat Data: Bearings, length of right-of-way lines, block lines, lot lines, boundary lines and the location of all required monuments and markers.
- G I S compliance. Seminole County Geographic Information System Horizontal Control Data is available for $20.00 from the Engineering Division, 500 West Lake Mary Blvd., Suite 200 (407) 323-2500, ext. 5674. The subdivision boundary corners shall reference the two nearest points, minimum, regardless of distance (Northing coordinate giving the location in a north and south direction and Easting coordinate giving the location in an east and west direction) The coordinates may be annotated on the plat adjacent to a subdivision corner or included in tabular form on the face of the plat. - Streets: The right-of-way lines, centerlines, widths, radii, central angle, arcs and names of all streets.
- Lots: Lot lines and lot and block numbers.
- Setbacks: Setback lines if other than those specified in the Zoning Regulations.
- Waterbodies: Location and width of canals and waterways.
- Dedications: Refer to No. 10 under Preliminary Subdivision Plan Submittals.
- Utility Letters: Letters from the telephone and power utility companies stating that the easements as shown on the plat are adequate for their purposes.
- Adjacent Data: Names, locations, Plat Book and Page information for abutting streets and subdivisions.
- Certificate of Title: dated within 30 days of submittal.
- Bonds: Performance and Maintenance Bonds for all required improvements. i.e.: Water, sewer, roads, drainage, walls, sidewalks, clearing, etc. May use Irrevocable Letters of Credit or other alternatives per code requirements.
- Covenants: Deed restrictions in form suitable for recording.
- Taxes: Verification that all delinquent ad valorem taxes have been paid.
- Arbor Information: Show location of all trees to be removed within the right-of-way
- Engineering Plans: The final engineering plans shall contain the following information.
- Water system
- Sewer system (Lift Station calculations if applicable)
- Storm water drainage facilities (Drainage calculations)
- Bulkheads
- Streets
- Sidewalks, bicycle paths and pedestrian paths
- Excavation and fill
- Any other pertinent data particular to the site
- Public Disclosure: In conformance with Florida Law 74-174, when any property is conveyed to the County, the developer must make a written public disclosure or file an exemption affidavit. This is not required for right-of-way dedication.
- TWO (2) signed and sealed boundary surveys.
- A dated copy of school impact analysis submitted to the School Board.
SUBMIT ENGINEERING PLANS AND PLAT COPIES FOLDED TO FIT IN AN 81/2" X 14’ SIZE FILE FOLDER. THE MYLAR SHALL NOT BE FOLDED. (The Final Plat shall be on sheets twenty (20) inches by twenty-four (24) inches. Each sheet shall have a margin placed to leave a three-inch binding margin on the left and a one-inch margin on the other three sides.)

Effective
July 1, 1998, the County
Surveyor’s Certificate and
Signature block shall be
included on the Final Plat.
The certificate shall read:

In addition to the above requirements, any applicant for the Subdivision Platting
Process must comply with the Concurrency requirements by submitting the appropriate
Concurrency application and fee with the application for plan review. For further

Subdivision Review Fees:
Development Plan: $ 250.00 plus $5.00 per lot
Preliminary Plan: $ 1,000.00 plus $ 15.00 per lot
Maximum Fee: $ 2,270.00
Final Plat: $ 3,500.00 plus $ 25.00 per lot
Allows for one resubmittal, each additional resubmittal is charged $200.00
Maximum Fee: $ 5,300.00
Two reviews of final plat and engineering plans are included in the initial fee. The third and any subsequent submittals require an additional $200.00 review fee.
All recording fees are to be paid at the time of plat recording, payable to the Clerk of the Court.
Street names may be coordinated with the Addressing Division at (407) 665-7391.
Subdivision names may be coordinated with the Development Review Division Project Manager.
