Commissioners Support Efforts to Reduce Spending and Improve the Economy

Sanford, Fla., July 28, 2009 - The Seminole County Board of Commissioners took a stand against homelessness at today’s Board Meeting. The Board approved a grant agreement with the U.S. Department of Housing and Urban Development (HUD) to accept $991,180 in grant funds to implement the Homelessness Prevention and Rapid Re-housing Program (HPRP). The funds will assist with short-term rental assistance, security deposits, utility deposits and payments, moving costs, hotel vouchers, outreach, case management, legal services, mediation, credit repair and more.
Commissioners also approved a grant agreement with the Florida Division of Library and Information Services for anticipated funding for library-related operating expenses. The FY 2009/2010 allocation for Seminole County will be between $150,000 and $185,000, depending on the formula adopted by the State Legislature.
In the midst of budgetary constraints, the Board approved a new sponsorship program with the Leisure Services Department (parks, natural lands, trails and the Museum of Seminole County History). The Department would work with outside entities, businesses and nonprofit organizations to provide opportunities to enhance resources, off-set departmental expenses, provide benefits through expanded services to citizens and increase visibility for the County and the partnering entity.
Budget reductions and efforts to provide more efficient services to the County’s citizens have prompted Commissioners to terminate lease agreements for two areas in the Reflections Plaza on Lake Mary Blvd., that once served as County office space. The tower and front space of the plaza had been occupied by the County Attorney’s Office since 1993; this office has now moved to the County Services Building. In addition, a 2,813 square foot suite formerly occupied by the Petroleum Cleanup Program, has also relocated to a county-owned facility due to a reduction in State funding and a reduction in staff.
Redevelopment was also addressed by the Board today, as a means to improve the economy. In 1998, Seminole County and the Cities of Casselberry, Lake Mary, Sanford and Winter Springs entered an Interlocal Agreement establishing the U.S. 17-92 Community Redevelopment Agency (CRA), a special district to assist in the “revitalization” of the areas along that highway. To meet State requirements, the CRA must submit an updated Master Plan to the Florida Department of Community Affairs (DCA) every five years. Today Commissioners approved a study to be conducted to update and finalize plans for this corridor. The Board also approved an Interlocal Agreement between the CRA and the City of Sanford in an amount not to exceed $400,000 for the 13th Street Streetscape Beautification Project. The City of Sanford has embarked on an $18 million project to house the City’s Police and Fire Departments in a new Public Safety Building, located at Lake Ave. and West 13th St., within the US 17-92 CRA. The City is requesting the funds to complete the project.
And finally, Commissioners recognized and congratulated two Public Works employees upon their retirements. Equipment Operator II Clifford Mullins and Sr. Team Leader Eddie J. Davis each served the County’s citizens for 35 years.
