Property owners may communicate collection service upgrade or downgrade requests throughout the year. However, to comply with the September 15 statutory deadline for certifying the assessment roll to the Tax Collector, the MSBU Program has established September 1 as the latest date for finalizing collection options for the next service year. Once the assessment roll is certified, changes are limited to corrections for assessments that do not comply with the governing ordinance. In addition to the restrictions on tax (or assessment) corrections, the cost to process corrections requires strict adherence to the deadlines. We can accommodate collection upgrades after the September 1 deadline because they do not affect the assessment roll. Upgrades are processed through contractual provisions, therefore, the MSBU Program can directly bill property owners for the prorated difference between the assessed amount and the upgrade rate. There are no contractual provisions for refunds. To ensure the assessment roll reflects property owners’ collection option preferences (if different from option on record), owners are encouraged to communicate collection option preferences prior to September 1.
