The Question:
22. Why is the Solid Waste Management assessment collected in advance while property taxes are collected in arrears?
 
The Answer:

Although assessments (non-ad valorem) and property taxes (ad valorem) are levied on the same billing statement, each has unique regulations and restrictions that are defined by Florida statutes (uniform method) or local ordinances (Seminole County Ordinance 97-33) or both. By state regulation, property taxes are collected in arrears; by Seminole County Ordinance the assessment for solid waste management is collected in advance.
