The Answer:

The effective date of a service option change will depend on whether the change is an upgrade or a reduction in service level. Service option upgrades (changes that result in an assessment increase) are processed throughout the year with charges prorated and billed according to the time remaining in the service year. Solid Waste service option changes that reduce the assessment amount must be received by September 1st to be effective when the next service year begins (January).
