The Answer:

Your temporary PIN number will be a five (5) digit number located on the top right of your water bill (The part of the water bill that you keep for your records). After you sign on with this temporary PIN number, you will choose your new personalized PIN. Once you have your new PIN it will no longer show up on your water bill, so please be sure to record it for future usage.
