Strategic planning is critical to the success of any operation. Why is planning so important and why must it be done in concert with a strategy? From a macro perspective, the emergency management profession continues to change with global threats of terrorism, increase threats of natural disasters, enhanced media presence, and finally a decrease in funding availability. Change is occurring at an unprecedented pace.
There was a time when strategic planning was done by the biggest companies, and the Federal government. Now it is a requirement of every agency just to survive. Leaders of emergency management must be looking ahead, anticipating change, and developing a strategy to successfully navigate through the turbulence created by change.
At a micro view, the level of any agency, strategic planning provides the organization with purpose and direction. How are you going to get somewhere if you don’t know where you are going? Everyone in an organization needs to know what we do, who our customers are, and how to reach those individuals / organizations. A good strategy will balance funding and productivity initiatives. Without strategic planning, emergency management will simply drift, and are always reacting to the events of the day.
