Advisory Boards
The Seminole County Board of County Commissioners recognizes the importance of volunteerism in effective and progressive County government. Following is a list of continuing and long-term Boards and Committees to which the Board of County Commissioners make appointments. An asterisk (*) denotes financial disclosure requirement.
Board members should have an interest or experience in the area of service desired and the necessary expertise to accomplish the goals and objectives of that Board. Many of the Boards require financial disclosure and, if selected, the appointee would be required by Section 112.3145, Florida Statutes, to file a Form 1, Statement of Financial Interests, with the Supervisor of Elections within 30 days of appointment. Anyone interested in serving on a Board or Committee must complete an Appointment Information Form available through the office of the Board of County Commissioners. The Acquisition and Restoration Committee (ARC) will aid in the acquisition of lands pursuant to specific criteria designed to prioritize potential acquisition projects. ARC will provide their input and suggestions, call for land nominations, review completed applications and visit eligible sites, create property evaluation reports, determine whether properties qualify for acquisition according to specified criteria, initiate appraisals and title reports and confirm prices and funding, present selected properties and contracts to the Board for approval, pursue grants that can be used to acquire and restore natural lands, and create a Five-Year Acquisition Plan.

The Agriculture Advisory Committee ("AAC") reviews activities affecting agriculture and to advises the Board of County Commissioners of their findings and recommendations. The AAC also develops programs to increase agriculture interest in Seminole County and meets as often as deemed necessary by its members or the Board of County Commissioners. The AAC consists of 10 Members representing various agricultural commodity areas and each Commissioner shall appoint 2 members to the Committee. Current apointees and terms are listed below.

The functions of the Animal Control Board are to make recommendations to the Chief Administrator for the Office of Emergency Management regarding animal care and regulations consistent with Florida Statutes and Chapter 20, Seminole County Code. These recommendations must first be approved by a majority of the Animal Control Board prior to submission to the Chief Administrator for the Office of Emergency Management. The Animal Control Board shall meet at least three (3) times per year. Special meetings may be called by the Chairman, or Vice-Chairman, or by any three members of the Board upon forty-eight (48) hours' notice to all members and to the Animal Control Official and Chief Administrator for the Office of Emergency Management.
The Animal Control Board will consist of a representative of the Seminole County Sheriff's Office Range and Water Division, a representative from an Animal Rescue Organization, and five (5) county citizens at-large. The Animal Services Administrator shall appoint a representative from an Animal Rescue Organization, with the Board of County Commissioners making all appointments except that each member of the Board of County Commissioners shall appoint one (1) of the citizens at-large. All members of the Animal Control Board will be appointed by and serve at the pleasure of the Board of County Commissioners for a two (2) year term, which may be reinstated every two (2) years. The chairman of the board will be elected annually by the Animal Control Board from among its members.

The Board of Adjustment ("Board") shall hear and decide appeals where it is alleged there is error in any order, requirement, decision, or determination made by the Planning Manager under the provisions of the Seminole County Land Development Code ("Code"). In exercising its powers, the Board of Adjustment may, upon appeal and in conformity with provisions of this Code, reverse or affirm, wholly or partly, or may modify the order, requirement, decision, or determination made by the Planning Manager, and make such order, requirement, decision or determination as ought to be made and, to that end, shall have all powers of the Planning Manager. A majority vote of all members of the Board shall be necessary to reverse any order, requirement, decision, or determination of the Planning Manager or to decide in favor of the applicant on any matter upon which the Board is required to pass under this Code. The Board shall grant variances that are not contrary to the public interest where, owing to special conditions, a literal enforcement of the provisions of Chapter 30 of the Code will result in unnecessary and undue hardship.
The Board of Seminole County Commissioners shall appoint the Board of Adjustment which shall have not less than five (5) nor more than ten (10) members. Said members shall be appointed for four-year terms and not more than a minority of the terms of such members shall expire in any one (1) year. In addition, the Board of Commissioners may appoint not more than two (2) alternate members, designating them as such. Such alternate members may act in the temporary absence or disability of any regular member or may act when a regular member is otherwise disqualified in a particular case that may be presented to the Board. No member or alternate member of the Board of Adjustment shall be a paid or elected official or employee of the governing body involved.

It is the intent of the Code Enforcement Board to promote, protect, and improve the health, safety, and welfare of the citizens of Seminole County by imposing administrative fines and other noncriminal penalties to provide an equitable, expeditious, effective, and inexpensive method of enforcing any codes and ordinances in force, where a pending or repeated violation continues to exist. The Code Enforcement Board shall have the power to adopt rules for the conduct of its hearings, subpoena alleged violators and witnesses to its hearings, subpoena evidence to its hearings, take testimony under oath, and issue orders having the force of law to command whatever steps are necessary to bring a violation into compliance. Each Commissioner has one appointee with two seats rotating between Commissioners. Appointments will be for a term of three years.

The Seminole County Committee on Aging is established to provide input and recommendations to the Board of County Commissioners regarding issues, policies, and services which will promote and enhance the quality of life for senior residents of Seminole County. The Committee on Aging shall identify issues that are of special concern to the senior residents of Seminole County, prepare reports, recommendations, and presentations to the Board of County Commissioners to include, but not be limited to, service inventory and gaps, funding, and essential policies consistent with the Seminole County Strategic Plan, establish working relationships with all senior related programs, agencies, and centers that provide services to County residents, establish By-Laws to govern their work, elect a Chairperson and Vice-Chairperson annually, and establish Standing and Ad-Hoc Committees, as necessary, to fulfill their purpose and enhance service to the community.
The Committee on Aging shall have a fourteen (14) member board consisting of representatives of the groups listed below. Committee members shall be appointed by the Board of County Commissioners for a term of three (3) years commencing January 1 of each calendar year. No member may serve more than two (2) consecutive terms. If a member is appointed to complete a term due to a vacancy, that member shall be eligible to serve one (1) additional three (3) year term. The Contractor Examiner Board shall conduct hearings upon charges of violations of the appropriate provisions of Chapter 40 of the Seminole County Land Development Code by any person in accordance with law. The board shall have the authority to sanction violators by written or verbal reprimand, fines and/or revocation of the right to pull permits in Seminole County for a specified period of time. The board shall be composed of six (6) licensed contractor members and three (3) consumer representatives, all appointed by the Board of County Commissioners. The licensed contractor members shall include one (1) licensed building or general contractor, one (1) licensed electrical contractor, one (1) licensed plumbing contractor, one (1) licensed mechanical contractor, one (1) licensed swimming pool contractor and one (1) other licensed contractor. All members shall be residents of the County and possess a State of Florida license in their respective discipline or profession. The consumer representative members shall have no previous or current affiliation with the construction industry. Each member shall serve on the board for a term of one year.

Management of the library shall be by a Board of Trustees consisting of the circuit judges of the ninth judicial circuit of Florida assigned to Seminole County, who shall serve in an ex officio capacity, and three attorneys at law who are licensed to practice law in Florida and who are residents of Seminole County. The Board of County Commissioners shall select and appoint the members of the Board of Trustees who are attorneys at law. Such members shall serve for a term of office of three years. The Board of Trustees is authorized and empowered, and may undertake and do any and all things necessary, to establish, furnish, equip, operate and maintain said library. Among its authorities and powers, the Board of Trustees may accept donations of monies and property in behalf of the library, may make and enforce rules and regulations governing the use and operation of the library, may employ library personnel, and may expend and obligate library funds for the purchase of books, furniture, equipment and supplies, and enter into contracts and security transactions for such purposes provided only library funds and property shall be encumbered therefore.

The Historical Commission shall consist of 15 members, all of whom shall be selected by and serve at the pleasure of the Board of County Commissioners with three members being appointed by each District Commissioner. It shall be the duty of the Historical Commission to advise the Seminole County Board of County Commissioners on matters of historical interest concerning Seminole County that would allow the Seminole County Board of County Commissioners to collect, arrange, record and preserve historical material and data, including books, pamphlets, maps, charts, manuscripts, family histories, U. S. census records, papers and other objects and material illustrative of and relating to the history of Seminole County and of Florida; and to procure and preserve narratives of the early pioneers, their exploits, perils, privations and achievements; and to collect material of every description relative to the history of its Indian tribes and wars, and relative to its military, its schools and churches, industry and public and private professions and occupations.

The Library Advisory Board ("LAB") is appointed to monitor and oversee the operation of the Seminole County Public Library System. LAB member responsibilities include a required tour of all library facilities, attendance at LAB meetings, maintenance of accurate records of LAB meetings, supporting and participating in public relations programs for the library in coordination with Library Services Division Manager, participating in efforts to secure adequate funds from the appropriating agency and from other sources, if necessary, to carry out the libraries programs and make the objectives for consistently improved service a reality, monitoring library service in Seminole County, serving as a general citizens advisory board to the Seminole County BCC and Library Services Division Manager, advising the Library Services Division Manager in preparation of budget as it relates to new programs and services, knowing programs and needs of the library in relation to Seminole County and keeping abreast of standards and library trends, knowing local and state organizations and actively supporting library legislation in state and nation, attending regional, state and national workshops and affiliate with appropriate organizations, being aware of the services of the State Library, reporting annually to the BCC and general public regarding the current status of library services, knowing local, state and federal library laws, developing LAB goals and objectives in coordination with the Library Services Division Manager, developing long range plans in coordination with Library Services Division Manager, and proposing site locations of future branches in coordination with Library Services Division Manager, Leisure Services Department Director, and BCC. Members will be appointed by the Board of County Commissioners. The LAB shall consist of one member appointed by each district commissioner and two members to be appointed on a rotating basis. All members are to be appointed for two (2) year terms, with a limit of six (6) consecutive years.

The Seminole County Parks and Preservation Advisory Committee is established to serve the Board of County Commissioners by providing input and recommendations to determine and advise in the creation of and identification of policies, direction, recommendation of important natural/environmental land acquisitions, development of quality countywide trails and greenways, parks, and recreational facilities and opportunities. The Committee shall work with County staff to review important natural lands and environmental lands and make recommendations relating to lands which should be purchased, review important trails and greenways land and make recommendations relating to lands which should be purchased and developed for the creation of a County-wide trails and greenways system, and recommend and review plans for future growth, development use and beautification of all County parks, as well as make recommendations for appropriate budgeting of special parks, trails, natural lands, and recreation needs. The Parks and Preservation Advisory Committee shall consist of fifteen (15) members, appointed by the Board of County Commissioners for terms of two (2) years with a maximum of eight (8) consecutive years. At least five (5) of the fifteen (15) membership slots for this Committee shall be appointed having academic or professional training in the biological or environmental sciences, by being an active member of a conservation group or agency, or by having experience in the passive recreational use of environmentally sensitive lands for public purposes. At least five (5) of the fifteen (15) membership slots for this Committee shall be comprised from a cross section of trail/user interest groups. The remaining five (5) of the fifteen (15) membership slots for this Committee shall be comprised of Seminole County parks and recreation participants and/or citizens interested in advising the Board of County Commissioners in the creation, direction, and stewardship of the County's parks and recreation facilities and services.

The Board of County Commissioners of Seminole County shall appoint a commission of seven (7) qualified electors of Seminole County to be known as the Planning and Zoning Commission. Said members shall be appointed for four (4) year terms and not more than a minority of the terms of such members shall expire in any one (1) year. The Commission shall prepare in conjunction with the planning and development director the comprehensive plan for the unincorporated territories of the county and assume the general responsibility for the conduct of the comprehensive planning program, coordinate said comprehensive plan or element or portion thereof with the comprehensive plans of other local governments within the county, make recommendations to, and otherwise advise the Board of County Commissioners, in matters relating to the adoption of a comprehensive plan and each element or portion thereof for the unincorporated territories of the county; provided, however, that with regard to determinations relating to findings of consistency between land development regulations and the Seminole County Comprehensive Plan, the Seminole County Land Planning Agency shall not be required to make a consistency determination if the underlying regulation had been previously found to be consistent and an amendment relates only to a required update of data, rates or similar matters, with the express approval of the Board of County Commissioners and upon the request made by a municipality, provide planning data, information, recommendations and assistance to such municipality, require that all meetings of the agency be public meetings and that all agency records be public records, seek through the Board of County Commissioners and any committees appointed thereby, in a manner consistent with the planning process, to obtain citizen and public input and participation into all phases and elements of the development of the comprehensive plan, establish technical and operational procedures for the preparation of the comprehensive plan, do all other things required by the Board of County Commissioners with respect to the comprehensive plan, monitor and oversee the effectiveness and status of the comprehensive plan of the county and recommend to the Board of County Commissioners such changes in the comprehensive plan as may from time to time be required, and review proposed land development regulations and amendments thereto and make recommendations to the Board of County Commissioners as to the consistency of the proposals with the Seminole County Comprehensive Plan.

SCIDA seeks to strengthen and increase the economic development of Seminole County through industrial development thereby increasing employment opportunities and increasing the tax base of the County. SCIDA normally meets once a month. The major function of the Board is to assist the SCIDA Director in the role of attracting new and desirable industries to Seminole County as well as the required technical assistance to those existing firms that may wish to expand their market area or facility into a larger corporation.SCIDA is composed of five (5) persons who are residents and electors of the County and two (2) alternate members. Terms are four (4) years. There will be no payment for services to members. Each Commissioner appoints one (1) member. Alternate members will be designated as such and appointed on a rotating basis. Vacancies will be filled for the unexpired term. Appointees are eligible for reappointment.

As a dependent special district created by special act of the Florida Legislature, SCOPA promotes and encourages domestic and foreign commerce and the activities of SCOPA. Further, SCOPA engages in the development of projects and acts as a general riverine, port, harbor, and wharf agency (over the Port of Sanford). SCOPA normally meets once a month. The major powers of SCOPA are to engage in a wide array of activities relating to the diverse projects that pertain to port activities and related matters, to acquire property and to exercise the power of eminent domain, to issue bonds, pledge revenues, and engage in activities relating to such bonds, to enter a wide array of contracts and other agreements, to fix, regulate, and collect various charges, to promote and encourage domestic and foreign commerce and the activities of SCOPA, to grant franchises for diverse activities related to SCOPA projects, and to exercise certain other governmental functions including the adoption of rules and regulations. Membership consists of nine (9) persons who are residents and electors of the County. Terms will be Four (4) years. There will be no payment for services to members. Eight of the members shall be appointed by the Board of County Commissioners of Seminole County. One member shall be selected annually by the Board of County Commissioners to serve as the ninth member whose term shall expire on the first Tuesday after the first Monday in January of the year succeeding his appointment. Vacancies will be filled for the unexpired term. Appointees are eligible for reappointment.

The Seminole County Tourism Improvement District Advisory Board shall administer the Seminole County Tourism Improvement District and make recommendations to the Board on implementation of the Services and Improvements described in the Seminole County Tourism Improvement District Plan and shall undertake any other responsibilities delegated it by the Board.
The Advisory Board shall manage the funds for the SCTID and shall establish an account for such funds and maintain proper accounting records identifying the receipts, expenditures, and cash balances of the SCTID, and all other records for the SCTID, the customary practices of the County and all applicable provisions of law. Nothing contained herein shall allow the expenditure of funds collected from within the SCTID or interest earned on an account maintained for the SCTID for purposes other than the payment of costs associated with the SCTID, including costs related to additional Services and Improvements provided pursuant to an amendment to the SCTID Ordinance for and specially benefiting parcels within the SCTID. If any revenue in excess of the funds reasonably needed to maintain Services and Improvements in the SCTID reasonable contingency or surplus funds for purposes related thereto should be available in the fund at any time, those funds may be rolled over for the provision of SCTID Services and Improvements. If the SCTID should be dissolved or abolished, such funds shall be spent in accordance with the provisions of the Plan, or returned to the Owner(s) on the date such returns or refunds are made. Each year, the Advisory Board shall submit a report of activities and expenditures to the County, including its annual budget and expenditures. The report and the budget shall be submitted no later than June 1 of each calendar year.
The Advisory Board shall be composed of seven members, one member appointed by each County Commissioner, one member appointed by the County Manager, and one member appointed by the Central Florida Hotel & Lodging Association

WHAT IS THE COMPOSITION OF THE TOURIST DEVELOPMENT COUNCIL?
- Per Florida Statute and Seminole County Administrative Code, the TDC shall be composed of nine members, all of whom shall be Seminole County residents:
- Three Elected Officials:
- One appointed representative of the Seminole County Board of County Commissioners;
- One city commissioner representing the most-populous municipality in Seminole County;
- One elected official representing the Council of Local Governments (CALNO).
- Three representatives that own/operate tourist accommodations and collect the Tourist Development Tax:
- These individuals shall be owners/operators of Seminole County hotels that are subject to the Tourist Development Tax.
- Three tourism industry representatives that do not collect the Touristy Development Tax:
- These individuals represent the tourism industry and have demonstrated an interest in tourism development but do not own/operate tourist accommodations in the County subject to the Tourist Development Tax. The appointment term is four years.

HOW ARE REPRESENTATIVES SELECTED AND APPOINTED TO THE TDC?
- Section 125.0104(4)(e), Florida Statutes, states the Tourist Development Council (TDC) shall be established by ordinance and composed of nine members who shall be appointed by the governing board (in this instance, the Seminole County Board of County Commissioners).
- The passage of a Resolution by the full Board of County Commissioners affects the appointment of Council members. No single Board member has the power of appointment. Each Board member is entitled to submit his/her choice to the full Board for appointment, pursuant to Section 4.45(E)(2), Seminole County Administrative Code.
