County Received Grants And Other Funding Sources

CSBG (The Community Service Block Grant) is a federal grant administered by the Florida Department of Community Affairs. Contracts are awarded to most counties in the state to provide services to assist low-income families and individuals to become self-sufficient. In Seminole County the Family Self-Sufficiency Program currently assists with payment of a portion of rent or mortgage for a maximum of six months. The participants must provide a co-payment. The assistance is conditional month to month based on the participant’s compliance with maintaining employment and education and/or training, and providing the required documentation for recertification. The applicants must be residents of the county, over the age of 18, who are U.S. citizens or legal permanent residents. Additional requirements are determined based on the participant’s situation.

CDBG (Community Development Block Grant) - These funds provide the following services: child care, dental, medical, optical, and prescription.

ESGP (Emergency Shelter Grant Program) - is a grant received from Community Development to help prevent homelessness in Seminole County by assisting residents that are income eligible and meet all other program guidelines with Rent, Mortgage and Utility assistance and must show on-going management.

EFSP  (Emergency Food & Shelter Program) - is a program administered by United Way 211.  After the application process, Seminole County Community Assistance was awarded $16,198 to assist individuals with one month of rent, mortgage or utility assistance to qualified residents that have had a unforeseen lost or expenses in the last 30 days and once assisted can show on going management with their current net income.

Community Services Partnership Grant Program - The Community Services Partnership Grant Program is a Board of County Commissioner funded initiative that originated over 20 years ago. The purpose of this program has been to provide funding to non-profit agencies providing basic life and supportive services which aide to improve the lives of the most vulnerable Seminole County residents. During the 2006_07 fiscal year the Community Service Partnership Program provided funding to 25 non-profit organizations.

Edward Byrne System Improvement Grant - This federal program provides funds to the county through the state Department of Community Affairs. Funds are dispersed to a variety of local agencies for substance abuse and criminal activity programs. Agencies that receive these grants must provide a minimum of 25% cash match. This division monitors these programs, prepares financial and program reports, presents agenda items to the Board of County Commissioners and facilitates an annual audit by a program specialist from Tallahassee.

Emergency Financial Assistance - These are Board of County Commission (BCC) general revenue funds that provide limited financial assistance to eligible Seminole County residents confronting a financial hardship with burial/cremation, child care, dental, minor medical, optical, prescriptions, mortgage, rent, and utility assistance.

Good Neighbor Program - these are donated funds from Seminole County Water & Sewer customers to be used for customers that are in a financial hardship. Referrals are received from the Seminole County Water Dept.  Customers must provide the basic documentation, ID, SS Cards, Water Bill and income if available.  Staff must obtain authorization from the water department to approve payments. If approved customers receive a credit on their account.

HRCA (Health Care Responsibility Act) – This is a mandated program which provides eligible county residents with no insurance, receiving emergency medical services in an out of county hospital with financial assistance for their hospital bill only.  Residents must complete application with county and provide required eligibility documents.  Payment is based on Medicaid Per Diem Rate current rates ($911.43 inpatient per day and $91.53 outpatient visit)

Indigent Care Hospital Contract – This is a contractual agreement with Central Florida Regional Hospital and Seminole County Government to provide payment for medical treatment for qualified/eligible residents for their hospital bill only.  Income eligibly patients with no insurance who might be considered indigent are referred by the hospital to the county on a case by case basis.  ID, residence and income documentation required. Approvals are paid based on Medicaid Per Diem Rate.

Burial/Cremation Program - Mandated program for Indigent Seminole County residents who die with no insurance or unclaimed and or unknown individuals who die in Seminole County.  In the case where the body of the deceased is claimed, the person claiming the body (relative or friend) as well as the decease must be income eligible.  An application and investigation is completed on each case.  Cremations will be approved for eligible cases only with written authority of next of kin or persons with power of attorney.  Burials are done in county cemetery.  Current payments for Burials are $950.00 adult, $600.00 child, and $400.00 for all cremations.
