Seminole County is governed by five elected Commissioners and an appointed County Manager who oversees the day-to-day operations of the County, advises the Board, and implements Commission policies.

Joe Forte, acting County Manager, is responsible for leading an organization of approximately 1,400 employees and a budget for fiscal year 2008/2009 of one billion dollars. Mr. Forte is responsible for the professional management of all programs and activities under the Board of County Commissioners. Mr. Forte also serves as a liaison to a number of councils, committees, and boards. Mr. Forte also oversees the County's Community Information, Fiscal Services, Human Resources, and Information Technology Services Departments.

Joseph Forte also acts as the Deputy County Manager, and provides support to ensure that all ordinances, resolutions, projects, initiatives, goals, and objectives of the Board of County Commissioners are properly coordinated and executed.  Mr. Forte also serves and liaison between the Board of County Commissioners and several working committees.  The Deputy County Manager is also responsible for overseeing the County’s Administrative Services, Community Services, Economic Development, Environmental Services, Leisure Services, Library Services, Planning and Development, Public Safety, and Public Works Departments.   The Deputy County Manager acts in the role of County Manager in his or her absence.

Sabrina O'Bryan, Assistant County Manager, is responsible for managing the county’s strategic planning process, the Board of County Commission agenda process and provides complaint resolution to both internal and external customers. Additionally, Ms. O’Bryan provides oversight of the legislative program and ensures execution of all directives as issued by the County Manager.
